Landscape trackers, Resemble AI's among them, map deepfake law jurisdiction by jurisdiction. Our earlier census counted the map by topic (48 states on explicit content, 33 on elections). This page counts the same database the way a practitioner reads it: by jurisdiction type, by status, and by what the law actually does to you.

Two numbers define the landscape. The first is 29: the 61 state laws stack onto barely half the states, so depth per state varies from Illinois' four statutes to single-statute states. The second is 2: only two laws in the entire database require both consent and labeling, the two duties most commentary treats as a pair. Legislatures pick one lever, overwhelmingly consent backed by criminal penalties (52) rather than transparency duties (27). Whether that is the right lever is a policy argument; that it is the chosen one is a count.

The pipeline says the map is still being drawn: 10 of the 91 records are proposals, 3 are enacted but not yet in force, and 1 has been repealed. Stacking is the trend inside the states that legislate most: California alone holds 10 of the 61 state records, Illinois and Florida 4 each, Minnesota 3, and the single-statute states are increasingly the ones whose only law is an election-window statute passed in a hurry. Next year's landscape count will differ from this one mostly at the deep end, not the wide end.

Every figure on this page can be re-derived in the Law Lookup, which holds the 91 records with official text attached.
